I never knew that Kuya Germs and I could share a common interest. But there he was standing in the same rubble of the majestic Avenue Theater along Rizal Avenue in downtown Manila mourning the loss of a part of his youth. It's also a loss for the nation, as the theater was an art deco classic built in the 1930s and designed by the architect and National Artist Juan Nakpil.
 "I'll never forget the Avenue Theater," says the showbiz icon in Tagalog. "I used to walk by this every day. The cold air would drift out and comfort my face. It even smelled good." The structure, which he calls the equivalent of the cultural center in the 1950s, also fueled the dreams of the young German Moreno, who would later star in the movies and television. He now shepherds budding stars on his late-night variety entertainment show.
Under the Japanese occupation, American movies stopped coming. So the Avenue Theater became a venue for live performances, the vaudeville acts that helped people get their minds off the war. The Avenue was part of a row of grand theaters along Avenida, which used to be the nation's prime commercial area. Theaters then were showcases of the country's best architects, unlike the cinemas today housed in box-like malls. Alas, the rise of Makati and other modern shopping enclaves have drawn away the spending public, and the owners of the vintage structures in older Manila are stuck with paying real estate taxes without earning anything on the properties. Without tax breaks or intervention by the government, one of the tragic rules of our screwed-up economic system was applied on another piece of the nation's heritage -- if something has no current MONETARY value, then it has NO VALUE. So Rizal Avenue now echoes with the sounds of demolition. Strips of film scattered from the cinema's backrooms hang from the rubble's metal bars, twisting in the wind. Coming soon to this former theater space, according to the engineer in charge of this systematic mayhem: A PARKING LOT. I can't believe why, despite noble efforts by some groups to promote love for, and actual preservation of, historical sites in Manila and elsewhere, we still see sad things like this happen?
Now, here's the bomb: I wonder how may people who mourned the loss of Avenue Theatre actually went there - or wrote to the proper authorities - and made an effort to stop the demolition? It isn't enough to sigh, sigh, cry, cry, lament, lament the loss of such treasures. Heritage, once lost, will render tears and eulogies useless. Kunwari pang sasabihing "Sayang. The real culprit in the destruction of our cultural icons is the absence of the spirit that took pride in erecting them in the first place. This was a part of my comments in a lecture I did for some of the students of CSB DSLU students last year on conserving the Aguinaldo Shrine. Absence of knowledge about the significance of these icons make them rot and ultimately torn down. The same is true for the crumbling Banaue Rice Terraces. It is crumbling not because of anything but that the real values that existed that held the terraces together might not be there anymore. Young Ifugaos might have found a greater value in engaging in the values created by their exposure to western culture. Some may rather stay in an office doing clerical work than the back breaking rice cultivation/agriculture. The pride of owning a parcel of the centuries old icon may not be as valuable as a regular monthly paycheck. Our icons may just be a victim of the paradigm shift in terms of the values of our people. Sadly, our minds and value sets continue to be colonized. The Filipino spirit still seeks hearts to be reborn. Thanks for the thoughtful comments Cornel. Atienza and the City Council of Manila should be pressured into enacting a local ordinance that would prevent the demolition of heritage structures. We did that in San Fernando, Pampanga.
I heard that in Singapore and KL Malaysia, demolishing an old structure is prohibited. And to think we're the ones with better examples of colonial built heritage resources. Those two countries really know what urban renewal is all about and have properly redeveloped their old districts. There should be a national law to cover all our heritage, including but not limited to natural, historical and cultural. Architectural structures are not the only ones that are threatened. Some of our caves, forests, and endemic wildlife are threatened by mining and logging that is unabated. Some of our languages, system of writing, martial arts, healing arts and the like desperately needs documentation.

Well yes its easy to say we have to conserve something beautiful from the past since we are not the owners who are not earning money and infact losing money because of the high real estate property taxes they have to pay. Real estate taxes in manila went up more than 200% in the past 2 years. So if we want to preserve the cultural buildings, we need to help the owners get the money to pay the taxes and the overhead expenses.
IF you people are serious about it, then why don't you start paying for the taxes and other expenses in behalf of the owners. You're right Jose, conservation can't be entrusted to building owners alone. That's why government has to step in with regulations prohibiting demolition and wanton renovation, like they do in other countries, while giving tax breaks. Local govts have many other ways to raise revenue aside from taxing heritage guardians to death.
